This gentleman is carving a dragon (naga) head for some kind of decorative purpose. I love the way he's working on the floor, makign his feet comfortable with his flip-flops and he has his comforts (coffee and clove cigarettes) on his blue toothe speaker! He's a happy craftsman in his chosen environment.
